Will PAGCOR employees automatically transfer to the private buyer?

No. Because the transaction is structured as an asset sale rather than a share sale, the buyer is generally not required by law to absorb PAGCOR employees unless the bidding documents or asset purchase agreement expressly provide otherwise.

What benefits are available to employees affected by the privatization?

Affected employees may be entitled to GSIS separation or retirement benefits, unemployment benefits, commuted leave credits, and other benefits authorized by law. Any special separation package would require a separate legal basis.

What happens to GSIS coverage if an employee joins the private buyer?

Employees absorbed by a private operator generally leave the GSIS and become covered by the SSS. The Portability Law allows qualifying service under both systems to be combined for benefit purposes, subject to statutory rules.
